Can this term be translated as 'department of works' or maybe 'public works'? Do we have these in England?

Siemens offers municipal utilities company, this is probably good, considering Stadtwerke is responsible for gas, water, elec., etc.

Explanation:
"Town or city's department of works". I suppose to the extent that some public works are under local budgets, everyone would have a similar department.

Explanation:
Just one additional point, being these are official companies, you might have to or should leave the German depending on the context, ie. Stadtwerke Leipzig. In such case, this is a proper name.
