German term or phrase: "machte sich die Erde untertan"
Der erleuchtete Mensch der Barockszeit "machte sich die Erde untertan"...
My question is, why is this between quotation marks? Is it Biblical (subdue the earth, as in "fill the earth and subdue it")? Is it proverbial?

English translation:fill the earth and subdue it
Explanation:
Yes, it is a quotation from Genesis of which there exists only one version in any language.

There is no other proverbial meaning except that i see some cynisism in it's connection with the 'enlightened man or mankind'. Meant or not, that cynisism carries over nicely. It's up to the reader, I suppose.

"ruled the earth" or "came to rule the Earth" or perhaps "thought they ruled the earth"

Explanation:
A casual Google search for “Erde untertan” scored 814 hits: Clearly this is a quotable phrase. The importance and biblical context are clarified in the referenced papal encyclical. The appropriate English translation is “…ruled the earth” (or a variaant thereof) for which there are many Web hits, including biblical.
