I would say, "(s.o.)directed (s.o.) to do whatever...", or "(s.o.) was directed to (do)..."
The word "es" in "es wurde dort angeordnet" is used to form the passive of anordnen. "es" could be translated with "it", but we do not do that in English-passive. Instead, we use the object of the original active sentence as the subject of the passive sentence...(whew!)
It is hard to say who did the directing, but the context of the document should show that much.
