I attended some lectures in "Landschaftsplanung" at uni (a long time ago) and I believe this is what the term means in principle.

The exact terminology in English depends on the geographical area you are dealing with (ie. country / state / region), as planning terms can differ from planning authority to planning authority.

Here in Australia, the term would simply be "residential development zone", but that may not be appropriate for your context.

A web search for "residential development zone" resulted in 96,000 hits. See examples below.
