Muret-Sanders gives "practical course" for Übung in the context of universities. Students are expected to participate in Übungen (as opposed to a Vorlesung, where they just sit, listen, and maybe take notes). For instance, in our course of study (interpreting and translating), eine Übersetzungsübung (D>E) involved translating texts -generally at home - and then reading and discussing them in class.

Praktika (pl., sing.= Praktikum) is more like an internship. Here is the Duden definition: (praktische Übung an der Hochschule; im Rahmen einer Ausbildung außerhalb der [Hoch]schule abzuleistende praktische Tätigkeit)

I have to preface my answer by noting that my comments refer to the US and German (as opposed to UK or Austrian etc.) educational system :->

Übungen are usually sessions where problems from lecture are practiced, similar to recitation sessions, whereas Praktika are similar to Laboratories or Labs which involve practical exercises exploring the practical aspects of lecture material.

Explanation:
This is what they are called in North America. When I was a lab instructor in the US, I did the physics exercises with the class in a different time slot from the lecture, which did not include the exercises. Another thing I handled was the labs, which are Practika, i.e. students do experiments and write them up once a week. Depending on how it's organized, the kurs or course could be just the lecture or encompass lecture, problem section, and labortory section.

Explanation:
In the context with chemistry, Praktikum would be a laboratory class - it can also be an internship - Kurs is a generic term, but the first thing to come into mind are lectures. Übungen are guided excercises or tutorials, they are kind of rare with chemical degrees: I had 1 "Übung" during two of my 7 semesters of chemical engineering, but lots of "Praktika" ,about 10 lessons per week each semester. 2-stdg. means it is two lessons a week - usually a lesson is 45 min.
