This could be a shot in the dark considering that I don't know what else the document discusses, but Romain offers "insurance liability income limit" in the context of social insurance as a possibility for "Versicherungspflicht." This in addition to compulsory coverage and obligation/duty to insure. Because of unterliegen," the limit seemed to fit the most.
