Not sure either. Bumsen is to whack or bump. Der Mangel is a lack, deficiency, going without, etc. However, the grammar is strange. Mangel is also an ironing machine for sheets and flat things. Did he bump into the ironing machine, whack his poverty? Why is it not den Mangel bumsen? Or is it Der Mangel bumst, poverty is knocking, or bumping into me? Best wishes, Nancy

Third alternative to sort out the grammar is that Mangel should be plural. Then it would be the shortcomings, shortfalls. They are getting to him, or rocking, or hitting him.
The grammar as it stands is not consistent.

Explanation:
I suppose that if a friend sent this to you it is possible that it was meant this way. Mangel means lack or shortage, Bumsen is, vulgarly, fucking (although you wrote bumsen... which is to fuck). I hope this helps.
