Vorlauf in this context could very well mean, that the engines have not been run in the car beforehand only bench-tested. Also Einführungs- und Auslaufrunde probably refers to either qualifying (in which the first and last laps are not timed) or – more likely – the lap before the race proper starts, and the 'victory' lap after the race which ere commonly referred to as Pre-Race and Post-Race Laps by Murry Walker, bless him.

The Wyhlidal Automotive dictionary says that "Vorlaufzeit" is "lead time" (abbreviated "LT"). This is clearly an automotive context but I don't know the meaning.
