Stahl- und Flurtüren dürfen auch im Notbetrieb nicht aufgestellt, verkeilt oder festgebunden werden.

English translation:propped, tied or stopped open
Explanation:
If I prop a door open with a broom, the door is aufgestellt. If I stick a rubber or wooden doorstop under the door or between the door and doorframe at the hinge side, the door is verkeilt. If I tie the doorknob to a pipe behind the door in the open position then the door is festgebunden.

My translation would be:

"Even under unusual (emergency) circumstances, steel and/or hall (corridor) doors may not be propped, tied or stopped open."
