German term or phrase: Amtsberechtigung
Anschlüsse ohne Amtsberechtigung
This is a subheading on a list of emergency telephone numbers. Is this something to do with direct dialling, i.e. no STD is required.

Explanation:

It could possibly mean, working from Brinkmann:

connection/terminal/extension/line without direct (trunk) access or connection/terminal/extension/line without direct exchange line access.

Or from Ferretti:

non-restricted connection/terminal/extension/line

Your context could mean that in some rooms in the facility there are connections/terminals without outside access, that is, normally only used for internal (intercom) calls. If someone at one of these connections wants to make an outside call, s/he must normally first go through the facility switchboard or go find another telephone. However, when the fire department/ambulance service or police are needed quickly, these particular emergency numbers can be dialed directly, usually with some prefix number, for example in Germany, (prefix number) 112 or (prefix number) 110.

This is also supposedly true, for example, for a mobile phone with no valid subscriber contract for the SIMS card. I have never tried it, but have heard that one can still call the police or fire department brigade with such a cell phone although other incoming or outgoing calls are no longer possible.

Here is a reference that might help to clarify your context, unfortunately only in German:
