I find Vermessung odd here. doesn't fit the usual meanings. thanks for any help

What are the inventors inventing, assigning and measuring? Furniture, toys, electrical parts, building equipment, optical equipment, clothing or what?

Explanation: I agree that this seems to be incorrect use of language. I think the author means "Ermessen". "im Ermessen liegen" = at the discretion of. And similar to "überlassen".
