This was the only entry for FOG that Acronym finder showed:
FOG - First Osborne Group
and it probably won't work. :-) No other hints or hits - and without further context, it's hard to even start guessing as to what it might be.
Duden, WB der Abkürzungen, lists FoG - Forstgesetz, but that, too, is quite implausible...

Just in case you are curious - I found out in the meantime that the equivalent for MAK here in the US is
PEL = permissible exposure limit
VOC-Wert = value for volatile organic compounds
FOG-Wert = fogging-value (fogging is an environmental test for material surface finishes e.g. lacquer coatings)
