This is chemical engineer according to Wenske's large Chemiefachwoerterbuch. I can verify this with practical experience, considering I worked on a Anlagenbau project for two years, during which I had to work with a Verfahrenstechniker. His responsibility was to design and layout the processes. Sometimes they are also called process engineers.
