I found pulvimixer as a translation, but I'm not sure it fits the context:
wo das Sanieren des Untergrundes zum Teil beträchtlichen Aufwand erfordert. Schmierige Substanzen mussten beispielsweise im Kugelstrahlverfahren oder sogar mit der Bodenfräse beseitigt werden

Thanks very much. I also got my translation from the Ernst, but just wanted to double-check - I think it's more likely to be pulvimixer than rotary hoe, although I'd love to know what a pulvimixer actually is!
