It was the second essential requirement which was addressed by the CBUF research programme. The objective was to provide scientific and technical support for performance requirements on safe escape from the room of fire origin.

It seems to me that the text sample distinguishes between "willingness to ignite" (combustion behaviour) and "behaviour while burning" (burning behaviour).
