it`s a computer software manual. Context:
Diese Dateien werden freigeschaltet. Then in two more instances just FREISCHALTEN.
Explanation: I've had some experience with German programs available over the internet that were "freigeschaltet" only after the author had received payment - i.e. you could only run the program after it had be freigeschaltet. While "release" would certainly work, I wonder if "activate" might not be a more accurate term. From the example you give, it looks to me like this might be one of those instances where the data are available only after payment has been made. See if it fits with your overall context.
