Explanation:
"Daten freischalten" means also "freigeben" as far as I know - so they are "made available" to others or are "released" to the public.

Explanation:
I've had some experience with German programs available over the internet that were "freigeschaltet" only after the author had received payment - i.e. you could only run the program after it had be freigeschaltet. While "release" would certainly work, I wonder if "activate" might not be a more accurate term. From the example you give, it looks to me like this might be one of those instances where the data are available only after payment has been made. See if it fits with your overall context.
