Hello Chris,

From the context you have given it is really to hard to say. If you text is dealing with a waste incineration plant or process (Muellverbrennungsanlage) for instance, then then Verbrennung is called gasification and not combustion. Thus, you could render Verbrennungsreaktor as incineration reactor. Teil - I am fairly certain refers to partial as you yourself suggested. It could however also refer to the feedstock being gasified. This is based on experience gained working for a company specializing in this field.
