The German sentence reads like it was written by a programmer. My New German spell checker says "Des Weiteren" which is probably why nobody can find it. I would write:

Furthermore, / In addition, / Moreover, users in general will be assigned individual access rights/privileges (function numbers) in accordance with their data protection codes.

Explanation:
desweiteren bedeutet "furthermore". It is funny that this word isnot listed in my Wahrig Deutsches Wörterbuch.

Furthermore, users will be assigned (or something to that effect)... unless, of course, someone else has a better idea... but I know this word somewhere in the back of my head, and that is what it means.

Desweiteren could probably be replaced with "ausserdem" = besides, moreover, over and above.
