Explanation:
After the fire alarm has been sounded, nobody is supposed to use the elevator, except firefighters, especially not to go up. I think your text might mean that after the elevator has been (?automatically?) switched over to "emergency fire mode", probably meaning it will only run with a special key in the possession of the fire brigade, even the firefighters may not use the elevator to go to the very top floor, probably because of the dangerous proximity to the elevator machinery room.
