OK, they are testing the tracive effort requirements of tires on a trailer behind a tractor and to measure this they hang a "Zugschiene" in the lower link connecting the two: "Über eine in den Unterlenkern eingehängte Zugschiene wurde der jeweilige Zugkraftbedarf ermittelt" - is this a drawbar? But I find no hits for that as a measuring device.... The picture shows some cables (maybe) and what looks like an extending cylinder thing between the tractor and trailer, maybe a drag/force measurer?

To measure the tractive force in the manner you described, you need a link (which may or may not resemble or include a tow bar) that has a built-in or attached scale (e.g. a load cell assembly with readout) to measure the force.
This gets right back to "Physik 001" --if I remember correctly in the Quarta (3rd year in the Gymnasium) where the concept and magnitude of "force" was invariably demonstrated by using little spring scales, built like a telescoping tube with a scale & pointer, and a hook on each end. A "toy" version of what you need in your context.

I suspect this "Zugschiene" is simplified name for a "Antriebkraftmesszylinder" or "Zugkraftmesszylinder" or "Antriebkraftmessgerät" or "Zugkraftmessgerät".

If so the most accurate way out for you would be:

"tractive force/effort/load measurement device"

The testing and design of the device is of course different at the site but the name of the device would be the same.

The translation for "tow bar" is "Zugstange" according to Ernst and "Abschleppstange" according to Schmidt-Pons Kfz Wörterbuch. They are both simple bars that are used to tow vehicles without measuring anything. The German term "Zugschiene" may have the same meaning, but that, or the English term "tow bar", are too simple for what your device is. The drawing at Beth's reference site is very poorly titled because the thing is not a "bar" at all but a cable with shock absorbers at each end and tension measurement cells in front of the shock sbsorbers. Your device is also not a "bar" either.
