Explanation:
As you know, SAP has a language all its own. If you can verify that change flag = Änderungsbeleg, I'd use "Setting Change Flags" as the title. Else, a somewhat generalized translation such as "Documenting Changes" might work as a title.

This is SAP's definition of an Änderungsbeleg (found in the Glossar section of their knowledge base):
Beleg, der Änderungen an Stammsätzen, Tabellen, Belegen, usw. dokumentiert.

In the English SAP texts I've dealt with, Beleg was often rendered as receipt, but I did not find anything in SAP's knowledge base on change receipt or change verification, so I would stay away from that.
I did, however, find the following in their glossary:
Change Flags
Flags indicating whether data has been changed. The change flag is stored in a separate flag table in the data container.

Below is the URL for SAP's knowledge base. It's somewhat cumbersome to use, but you can find a lot of information there. Go to Suchen, then enter "change notification", and you'll get a glossary in English (which contains the above excerpt on change flags) which might come in handy.
