a selection/mode/function dial with an outer pre-selection/function/mode ring
Explanation:
A "Drehkranz", in your case, is probably a ring around a knob. One of my cameras has a knob to set a particular parameter (on my camera, the shutter speed); around this knob is a ring that turns with the knob unless you purposely wish to change the relationship of the ring to the knob (usually by pushing down or pulling up). On my camera, the ring is reset to change the flash synchronization speed.

There is no off-the-shelf translation for such gizmos. Again, without being able to see the camera, you will have difficulty naming the things. Your "Einstellrad" could be a "setting/adjusting/mode/selection/selector/function" "knob/wheel/dial" and then the "Drehkranz" would be the "basic settings/pre-setting/setting/mode/function/selector/selection/pre-selection" "ring/outer ring". To be 100% sure you get it right you will have to find out what the knob and the ring actually do.

Some combination like this might work:

"a function dial with an outer pre-selection ring"

rotary control, ring actuator; ring mount

Explanation:
_Drehkranz_ can translate in many different ways depending on whether it's part of a bridge or of a ball bearing or whatnot. Ideally one should be able to visualize the object to select a translation. Since your subject is presumably some type of camera system, you might consider using _ring mount_ if the Drehkranz also serves as a base of, for instance, the lens; or _rotary control_ or perhaps _ring actuator_ if it only acts as a rotary selector mechanism. Another possibility would be _slewing ring_, but this tends to be used in connection with larger mechanical systems or with rapidly rotating or oscillating devices such as radar antennas.
