German term or phrase: Donauplatte
Der absolut modernste Stadtteil Wiens ist auf dem anderen Ufer der Donau. Dort errichtete Johann Staber vor zwanzig Jahren die UNO-City, später wurde auch die Donauuferautobahn über einen Kilometer lang in einen Tunnel verlegt. Auf der so entstandenen, von den Wienern auch so genannnten „Donauplatte“ entstand ein ganzer neuer Stadtteil, mit den ersten Wolkenkratzern Wiens.

This is the story of the Donauplatte. However, I have doubts as to whether this can be called a plain, a tectonic shelf, or whatever. What do English-speakers in Vienna say?

"Yet another development project now under construction is Donauplatte (Florido Tower) north of the river Danube, a project mainly attracting smaller tenants. No oversupply is expected, but bearing in mind that most projects are on spec, we expect rents to rise only moderately in the next two years.
Another expression I found was "Donau-City".

Explanation:
We are having a busy day, aren't we? Here's the real answer. The famous concrete slab, better known as the "Swoboda-Platte" after the planning commissioner who chucked away a billion ATS on it, is the roof of a structure put up to encase the motorway at this spot (in front of the Vienna International Centre -- a place where UN bureaucrats doze). The original intention was to put an exhibition site for the World's Fair on it, but the citizens of Vienna decided they didn't want the fair, so the thing lay fallow while development plans were discussed. Now it is being built on, and is part of a new high-rise district, which the planners hope will "extend Vienna to the Danube".
