This is in the context of limestone quarrying.
Does it refer to surface quarrying, i.e. there is no 'mining' (= Bergbau) involved??

Explanation:
The term "bergfrei" is the opposite of "grundfrei", both of which derive from the German Federal Mining Act. Natural resources are classified in the Act as either "bergfrei" or "grundfrei". "Grundfrei" refers to rights attached to the surface, comparable to a surface estate under English law. "Bergfrei" refers to natural resources which have to be mined, i.e. generally sub-surface minerals which are severed from the surface to create a mineral estate. Thus, "bergfrei" has nothing to do with there being no hills around.
