Personally I think the German sentence is way too long, and doesn't make much sense because of it's length and lack of context. As a result the English sentence becomes too long also. The text of the german sentence is confusing and one really has to think about what is being meant with it. It took me a long time to figure out how to put it in English and I'm not quite happy with it yet, but it's the best I can do. I hope it helps :)
