I believe the difference between the two 'Tüllen' above is that a grommet only seals the opening around the cable, while a sleeve has some length to also support the cable and keep it from excessive flexing at this point. The prefix 'Dichtungs-' is more suggerstive of a grommet than of a sleeve.

German: Dichtungstülle (alternately Durchführungshülse, Durchführungstülle, Durchführungsdichtung, Durchgangstülle, Gummitülle, Mantelrohr-Tülle)
Grommets are usually rubber grommets, which are snapped into an opening in order to protect a wire or cable, passing through from abraison.
Bushings in the electrical field are usually made from plastic or metal and attach to the end of pipe or thinwall tubing, where the pipe enters an enclosure.
Since the German also has Dichtung, we can assume its purpose is to keep out outside air and moisture, in that case it might be called weather seal.
