Uel's answer was my first gues too.
But thzen I stopped and thought, why should someone use such a strange term, when he can use "Anwender", which is much more straightforward and well-known. The only explanation that media that he means something else.At that moment the only other possibility is "implementer", i.e. some on implementing a certain functionality in the automotive context.

Applikation bedeutet Abstimmen der Elektronik auf den jeweiligen Motor. In unserem Falle geschieht dies über die Schnittstelle eines tragbaren PC‘s (Laptop, Notebook / 512K of ROM), der im Fahrzeug betrieben werden kann. If it is technical equipment (including computers) as described by uell, this is the only term. It implies a certain skill level. "User" is less specific, more passive. Want ads always ask for "computer operators", not "computer users".
