This is in reference to a shelf. The full sentence is "Die Kartonreiter laden zum Spielen und Beschriften ein"

Explanation:
Judging by the close-up picture of the product in question, I'd call these things the "tabs on top of the shelves (or on top of the shelf dividers)" or possibly also "shelf tabs". Apparently the little (or maybe not so little) tabs are made out of cardboard, hence the word Kartonreiter. Since the picture does show different color tabs, you might even be able to say "colored tabs on top of the shelves..."

However, one caveat with respect to "shelf tab" -- that is usually the little plastic product/price information tab that's on the front of a shelf, not on top. (A good description of shelf tabs, along with some pictures, can be found at the following site:)

These are the labels that are attached to the top of file maps, which are often moveable (wherefrom the name "Reiter") and which can be foreseen with texts, file numbers etc.
