setup time
Explanation:
SAP uses "setup time" for all industries. It is the time you need to get yourself and your equipment ready for work. In our case this would be e.g. booting the computer, checking mail, opening the files to be translated.

idle time or set-up time

Explanation:
Rüsten (einer Maschine) = to set-up
Rüstzeit = set-up time
Abrüstzeit = dismantling time.

Although I agree with Mats on "set-up time", I would check whether you should also include shut-down time, depending on the contents.

Good luck.
