pressure framework
Explanation:
Googled and viewed several sites; found that most address printing and graphic applications--especially where an object is inserted between two mechanical elements, and then a process is applied to the object (silk-scrrening, printm-making, usw.) This leads me to think that, in this railroad car factory context , this could be a metal stamping press, in which panels are shaped or 'stamped out'.

Thank you, I will go with this, the context is admittedly vague!
