Kabel im Mittel- und Hochspannungsbereich werden über der Abisolierung mit einer leitfähigen Schicht oder mit einem Metallmantel versehen.

I can't quite picture what is meant by this phrase - sorry!

depends whether insulation is stripped at the end of the cable...(which is usually done)

the cable's insulation is stripped and parts whose insulation is stripped are fitted/coated with a conducting layer or metal coat
