disagree  Sven Petersson: No, it's not the cover but an integral component of, for example, a keyboard.

touch screen

Explanation:
A touch screen attaches to the front of a computer monitor. It makes it possible to control a computer by touching menus on the computer screen, even if the monitor was not originally equipped to be touch sensitive.

For a detailed description of the technology, see this page:
http://www.touchscreens.com/anatomy.shtml

This description of a touch sensitive monitor made by Iiyama explains that the monitor does not need a "Touchfolie" or touch screen because the technology is built into the monitor:

Iiyama bringt neue Touchmonitore auf den Markt. Die drei Modelle von 15 bis 18 Zoll wollen ab April mit hoher Leuchtkraft und geringer Reflexion überzeugen, da sie ohne zusätzliche Touchfolie auskommen.

-> True! Since the other responses dealt only with the keyboard application, I wanted to offer another.
