"6.1 Stangenauslauf
In den Ausfallschlüssel-Definitionen steht dass "Leertakte am Mehrspindler bedingt durch weniger Stangen als geplant" als Ausfallschlüssel xx zu buchen sind.
Im November 2000 hatte ich einer Anregung von H. xx zugestimmt, dass diese Zeit ja Produktionszeit ist.
Die Maschine produziert nur weniger Teile pro Zeiteinheit. Das entspricht im Prinzip einer Zuschlagszeit.
Diese Zeitanteile sollten daher als Zuschlagszeit mit ZA60 = Mindermenge gebucht werden und nicht als Ausfallminuten.
Zuschlagszeit = Mehrzeit als Durchschnittswert bei der betroffenen Teilmenge."

I am trying to figure out what is meant here by Stangenauslauf, and am posting a second question for another term.
Any help much appreciated.

Thanks to all three of you for your help. Actually I was thinking more along the lines of bar output, but since that did not get confirmed by anyone, I believe I'll use bar discharge, since that is just ambiguous enough to suit: it could refer to the part of the machine where the bars run out or it might be interpreted as a quantity produced.

Explanation:
See first link for 'rod outlet'. Here's a quote:

When completed, it will enable China Steel to produce lower temperature rolled product with a more refined grain structure for enhanced Stelmor processing and reduced annealing times and will enable the mill to increase the speed of its rod outlet to 115 meters per seconds."
In addition, he said that when the upgrade is completed, "China Steel will increase its production to the rod outlet to 570,000 tons per year."

It seems to be a steel-rod production rate produced by the milling/turning machine.
