Thanks. This was a difficult one. Your answer seems to be the industry answer, in the context I had it confirmed by VW to be a sort of physical lining to protext the brake fluid hoses against martens.

Martens are known to cause a lot of damage to cars (check it at www.metacrawler.com/www.google.com or others).
Maybe the author is referring to some kind of tablets/pearls containing poison against rodents/martens,...)...
