In a train context: Leitung or Betriebsführung is management Verfolgung is tracking Lenkung is routing Betriebsleittechnik is traffic management control system "Steering" is used to refer to individual steering of a train using its controls. "Routing", on the other hand, is done from a centralize traffic management station, where an operator tracks various trains and routes them (via remote control and field switches) to where he wants them to go. "Managing" is what is done at the centralized station. "Monitoring" I assume is what the operators do when looking at the various displays and assessing positions, ATAs, etc. "Controlling" and "operating" - simple buzz words that you can juggle according to context.
