German term or phrase: Ablastung
My problem here really is that I haven't got much to go on. I'm translating the order for a van, which includes a list of options. One of the options ordered is:

Ablastung, Stufe II

And that's it. The only thing I can say is that it's in the same section as the administrative options. I've found downgrading as a translation for Ablastung, but am not sure how that would work in this context.

Is it something to do with load classes, maximum weights, etc. or am I in the wrong ball-park completely!

Explanation:
Auflastung/Ablastung - increase/decrease total weight, for example, if new (stronger) springs or shock absorbers are replaced on a vehicle in order for it to carry more weight it is Auflastung, same vice versa.

Sometimes this is done only "on paper", ie. administratively, so you might add it to the term.

It is sometimes done in order to save taxes (some countries have a lower tax for lighter vehicles).

Another option here would be to say "to limit the total weight"

Es ist Artikel 9 des Strassenverkehrsgesetzes (SVG) dahingehend zu ändern, dass die Ablastung des Gesamtgewichtes von Lastwagen ab sofort möglich ist.
Die Übergangsbestimmung von Artikel 222 C VTS wird durch die obige Änderung aufgehoben.

Begründung
Die Erhöhung des Gesamtgewichtes ist möglich, eine Herabsetzung jedoch nicht, obwohl technisch und verkehrssicherheitsmässig eine solche Ablastung eindeutig Verbesserungen bringen würde (z.B. kürzerer Bremsweg).

Was versteht man unter Auflastung?

Unter der Auflastung von Fahrzeugen versteht man eine Erhöhung des zulässigen Gesamtgewichts (neu: Gesamtmasse). Obwohl dieses grundsätzlich auch für Anhänger erfolgen kann, beschränke ich mich hier auf Aussagen zur Auflastung von Kraftfahrzeugen (speziell Wohnmobile).

Wie kann ich ablasten?

Bestehen Beschränkungen hinsichtlich der Fahrerlaubnis (Gewichtsbeschränkungen 3,5 bzw. 7,5t) oder stört man sich an den jeweiligen Tempolimits für Fahrzeuge über 3,5t, so kann eine Ablastung sinnvoll sein. Diese sind i.d.R. zulässig (bei VW z.B. ohne Einzelmaßnahmen bis 20%), bei chronisch Zuladungs-schwachen Wohnmobilen aber eher selten. Soweit nicht bereits TÜV / Dekra über entsprechende Unterlagen verfügen, bedarf es ebenfalls einer Herstellerfreigabe. Unterschreitet das zul. Gesamtgewicht nach der Ablastung 3,5t, so sind andere Geräuschvorschriften zu beachten.

Here is a delivery from The WGD (Wild Guess Department - if it's a German manual I might very well be in the wrong ballpark):
Ablastung=Entlastung=supportive strut contraption, i.e.:
Vans are often workshops on wheels. They often have to be stabilized when doing somethin above (phone lines) or beside (trimming dirches) the van and it has to be stabilized not to endanger the operator.
Stufe II could be the heavy duty version.
