With regard to disposal guidelines, I imagine they are talking about containers with liquids that have to be completely empty( drip-free) and not have rough surfaces(rust coming off in flakes), therefore I would just call it *smooth* or *flat*

Explanation:
While "smooth" would be correct in terms of a surface, the subject matter in question here is disposal.

Spachtelrein in this context means that the the item being disposed off has been cleaned with a spatula, and thus only contains residual matter, but has been cleared of the bulk of its contents. (i.e. an empty bucket of sheet rock)
