Solitamente il termine che indichi corrisponde a "ordinante" o "responsabile ordini" (oppure, come dice giustamente la collega, a "committente", nel caso di opere). In questo caso ritengo tuttavia che sia la persona che fa richiesta di utilizzo dell'auto aziendale (chi la vuole, deve prenotarla, in sostanza...).
