ho trovato questi riferimenti; bisogna vedere se si tratta di una germanizzazione (non ben fatta) del termine latino

l'unico significato che riesco a dedurre è che "Aktleger" sia la persona che ha commesso un eventuale reato (in questo caso è il camionista).
Ritengo che Aktleger sia un termine inesistente e stia ad indicare quanto sopra...

Per l'abbreviazione "EH" ti copio qui sotto la risposta di un mio amico avvocato tedesco:
eh. (idR auch e.h.) steht häufig für eigenhändig, d.h. die Kennzeichnung, dass ein Schriftstück im Original vom Unterzeichner unterfertigt ist. Macht dies in Deinem Schreiben einen Sinn? Das kommt besonders in Österreich vor, kann aber auch ehrenhalber bedeuten, macht aber bei einer Unterschrift eher wenig Sinn. Beim Titel ist da h.c. gebräuchlicher
