Im "Wahrig" steht für Umtrieb: "(schweiz.) Zeit oder Geld verschlingende, lästige Nebenarbeiten oder Laufereien."
Ich denke wie Gabriella, hier ist der "Aufwand" gemeint bzw. "Aufwandsentschädigung" für eventuell aufgewendete Zeit, Mühe und Kosten. Sowas wie "dispendio" vielleicht?
"Spese amministrative" paßt hier eher nicht.
