Allgemeines zur Einfuhr
Die Europäische Union ist eine Zollunion. Die Mitglieder der EU wenden gemeinsame handelspolitische Maßnahmen und einen gemeinsamen Zolltarif an. Das heißt, unabhängig davon, wo eine bestimmte Ware in die EU eingeführt wird, gelten hierfür überall grundsätzlich gleiche Regelungen. Sofern diese Ware zum zollrechtlich freien Verkehr abgefertigt wird, wird daher auch von jedem EU-Staat der gleiche Zollsatz erhoben. Zollrechtlich wird mit der Entrichtung des EU-Zolls aus einer Nichtgemeinschaftsware eine Gemeinschaftsware, die anschließend innerhalb der EU ohne weitere Zollbelastungen gehandelt werden kann (Freiverkehrsprinzip).
