The word "deontisch" comes from the ancient Greek word "ta deonta", meaning, "that which is needed/necessary". It is a neuter plural participle from the verb "dei", a third-person-only verb (a so-called impersonal verb) meaning, "it must, one must, there is a requirement," etc., rather like Latin "oportet".

"Qualifizierung" might imply "characterizing, identifying, specifying." Therefore the expression "deontische Qualifizierungen" might mean something like, "qualifications of need", "identifications of what is required", or perhaps "limiting qualifications."
