Κατά τη γνώμη μου το \"αφορά και δεσμεύει\" είναι νομικό μπλα μπλα. Το \"αφορά\" νομίζω ότι αρκεί.

το "αφορά και δεσμεύει" ως προς την "προμήθεια" ήταν απλά ... (ασυνταξία να το πω;) του συντάκτη. Βάρβαροι αυτοί οι Νομικοί...
