The time schedule for "להחלפת תיילים" on the 22 kV stretch, for a length of about 3.2 km., is about 24 months from the date of receiving the required authorizations.

The text states a stretch of 3.2 km, so cables make more sense.

Lines would be another option if this is for overhead תיילים:

neutral  Colin Rowe: Cables was also my first thought, but is this really the normal word to use for cables?

  -> I think it's not a question of "normal", rather a question of what the תיל is used for. Since we don't have an image, we can only rely on the text provided, and it seems to me that cables is more fitting in this context.
