When the load of the network increases, the generator(s) frequency declines (drops) a few hundredths of a Hetz. A relay that measures the grid frequency sheds (turns off) non-essential loads when the frequency drops by, say , 0.1 Hz from the nominal (50 or 60 - to 49.9 or 59.9).
