Here it is in the context of my English translation --
XXX suggested that the Air Force purchase the paper on its own, and store and catalog it. The head of the equipment office rejected the suggestion, but when it was raised again later, the proposal was accepted with the support of the spare parts administration and Air Force Base 18. Today the storage takes place at Air Force Base 18, including דחיפה אוטומטית ע"י שוברים . This simplified the process and made it more efficient.

I hope that's good enough to get the idea across. That's a far cry from "automatic supply by voucher," which I had before. Thanks again!
I forgot this one - teh central logistics computer generates the "shipping order" automatically when the inventory level of the intended recipient falls below the preset minimum. The intended recipient reports in a separate manner any withdrawal from its inventory (in this case, of consumable paper).
Defines the IAF technical logistics - I used to peruse it over and over again. Now to the "meat":
דחיפה is push mode transportation - the site that has the goods (source) sends them to the recipient using their own transportation means (trucks). The opposite is pull mode, where the recipient sends their trucks to bring the goods from the source.
שובר - is 3 or 4 copies "shipping order" document by which a shipment from A to B of part C in quantity D is ordered and eventually recorded at both ends (as resp. deducted from inventory/added to inventory) and in the central logistics computer that keeps track of where each part is in the entire IAF.
Confused - I hope not.
