Apart from the fact that my grandmother was a seamstress and my mother taught me to sew, I also did sewing in high school in the U.S.A. and one of my daughters has done it as a part of a design course in the U.K. So basting is the term in sewing lingo. However, as your extract is not actually about sewing but about an argument, you would probably do better to use the term "to sew in rough stitches" because it means to sketch out the argument or counter-argument roughly.
