Indonesian term or phrase: wali kampung
I'm not after a literal translation of this term, which is obviously 'village chief'. What I need to know is what the term means in the specific context of the structure of the PRRI in West Sumatra.

At the time of gerakan PRRI, the title "Kepala Nagari" was changed to "Wali Nagari", and "Kepala Kampung" became "Wali Kampung". The Wali Kampung was appointed "untuk mengurus rakyat secara langsung". I suspect that, in English, this "Wali Kampung" would be someone acting as both Kepala Desa and Babinsa, i.e., the traditional village chief, with the additional role of a low-level chief in the PRRI organization.

Seems like 'village chief' is inadequate to describe this new position/expanded scope of responsibility.

Any suggestions for what to call the Wali Kampung in precisely this context?

This term is the same with traditional village chief/Kepala Desa. However, there is the literal translation of wali kampung = village guardian. In my opinion, based on your explanation, wali kampung here is Lurah.

Asker: Lurah is a position in the civilian government, while the Wali Kampung was dual-hatted, holding a low-level position in the civilian government, as well as in the PRRI cadre. Just as a Lurah has a counterpart Babinsa, the title Lurah doesn't have any military role, IMHO.

'Wali kampung' itu sama dengan 'wali jorong' di Sumatera Barat. 'Jorong' tersebut setingkat dengan 'desa'. Adapun 'nagari', di bawah tingkat kecamatan, merupakan sekumpulan jorong. Baik nagari maupun jorong, pimpinannya dipilih langsung oleh masyarakatnya.

Saya yakin dan sependapat dengan Anda bahwa 'wali kampung' itu berpadanan dengan '(traditional) village chief'. Kata 'traditional' tidak harus dimunculkan.

'Babinsa' merupakan anggota TNI (bukan sipil) yang ditugaskan pada tingkat 'desa', yang berarti setara dengan 'jorong'. Pada masa PRRI pun, 'wali jorong' tidak merangkap sebagai Babinsa.

Memang cukup sulit mencari referensi internet tentang wali kampung ini.

Berdasarkan referensi, sejak dihapusnya pemerintahan marga dan berganti dengan pemerintahan desa, sebagaimana tertuang dalam Undang-Undang Nomor 5 Tahun 1979, secara otomatis nama-nama jabatan di tingkat desa di Sumatera, seperti pesirah, pembarap, krio, atau penggawa, hilang seiring berlakunya peraturan baru tersebut.

Jabatan pesirah kemudian diganti menjadi kepala desa. Begitu juga, pembarat wakil kepala desa berganti menjadi sekretaris desa dan penggawa berganti sebutan menjadi kepala dusun. Pada waktu itu para pesirah dan jabatan lainnya diberhentikan dengan hormat oleh pemerintah setempat. Mereka kemudian menjabat sebagai pejabat desa sementara. Saya menduga kepala dusun ini sama dengan wali/kepala kampung.

Dalam UU No. 5/1979 tersebut, Kepala Dusun adalah unsur pelaksana tugas Kepala Desa dengan wilayah kerja tertentu. Memang tidak ada referensi tentang fungsi militer kepala dusun seperti yang Catherine sedang cari, namun menurut saya "administration and development officer" mencukupi untuk menjadi padanan penerang untuk kepala dusun/wali kampung/kepala kampung.

Asker: Thank you, Ros. The key point is that the title "Kepala Kampung" was changed to "Wali Kampung" when the village came under PRRI control. It was a dual civilian/rebel role. I had already decided how I would express the concept and closed the question last night. Rather than translate the term, I have explained it: "...the Wali Kampung, whose position straddled the civilian and the PRRI governmental structures, merging the traditional role of village chief with the rebel role of village cadre leader."
