Another, more popular, though perhaps journalistic expression is "in the run up to". "Menjelang" is also a verb meaning "to visit someone" or "to pay a call on someone". I do not know whether there is an etymological or a semantic connection between these two senses of "menjelang". But if there is then it would seem as if "menjelang Hari Kemerdakaan" could have quite positive connotations -- for example (and very speculatively) "cheerfully and in a very friendly spirit moving into a point in time where one has been before and wants to visit again." "Rakyat" can also be translated in a number of ways depending on the rest of the context.
