The inverted commas around "minute ruolo cartacee" are in the original document. I think it refers
to the "minuta di ruolo", but I can't find a translation for that.

"Il processo di recupero coattivo ha subito recentemente un’importante e positiva opera di reingegnerizzazione, che ha consentito di mettere direttamente in relazione la Funzione Contabilizzazione ed Equitalia, con strumenti informatizzati (Rendiweb) ed evitando passaggi intermedi attraverso la struttura Federalismo Fiscale, alla quale però continua a competere la validazione delle “minute ruolo cartacee”.
L’audit ha prodotto le seguenti osservazioni:
- Il processo di recupero coattivo delle posizioni debitorie non è stato formalizzato in un manuale dettagliato di OPR.
- Circa il 37,5% delle posizioni debitorie, iscritte al recupero coattivo ha un’ anzianità maggiore di 4 anni, senza alcun ritorno; ciò evidenzia un’attività di monitoraggio ed una gestione della riscossione non sempre puntuali sulle posizioni debitorie pregresse.
- Le somme finora riscosse da Equitalia (pari allo 0,7 % circa) sono state accreditate sul bilancio regionale, anziché nella contabilità separata dell’OPR.
Sono state quindi raccomandate alcune azioni correttive."
